The Men from North of the Rhine - Fall of the Roman Empire TL

The Men from North of the Rhine and Danube
The Death of the Emperor
395
Darkness. Darkness was its destiny. With the death of the Emperor, the final division of the Roman Empire has come. The fate of the West in sealed. A new chapter has begun in the story of EUROPE. This was the beginning of the end.

Mediolanum
After being laid in state for forty days, on 27 February 395 Emperor Theodosius was to be laid to rest. Aurelius Ambrosius read out the funeral oration of the Emperor. Deep was the emotion in Ambrosius's words and voice. At the end of the oration, the long funeral procession to Constantinople.

Constantinople
Tears came to his eyes as the funeral procession went past in the grand city of Constantinople. Honorius, at the tender age of eleven, was now fatherless in a hostile world as well as being the new Emperor of the West Romans. Under the military guidance of Stilicho, a man of half-Vandal and half-Roman blood, he now ruled over the western half of the once great Roman Empire as his older brother, Arcadius, who was six years his elder, rules the eastern half of the empire. And both he and his brother should fear, as the men from north of the Rhine and Danube are coming.

Okay, this is just a teaser right now, no PoDs have been revealed yet but that will probably come soon.

An important one to note, however, is that around 500-200BC, a group of Germanic people started to speak differently from their neighbors, creating the foundation for a new branch of the Germanic languages.

I know that ingavostik (proto-English), saxon (proto-low-german), frankish (proto dutch), allemannic (proto-high-german) exist around this time, as well as old Norse, Gothic, Vandallic, and Burgundian. What exactly is the new branch, and where is it based in?

Ingvaeonic*

This new branch is "South Germanic" and is primarily located just north of the Rhine

No... Ingvaeonic is in northern Germany and the Netherlands at this time. Ingvaeonic languages are English, Frisian, and Low German

The area where you say this new German branch appears is otl Frisian speaking at this point, so could you explain a bit more on why there is suddenly a new Germanic branch?
