A dispensation could be provided but if not Cecily could marry Sigismund II Augustus (b. 1520) or Edward Courtenay (b. 1526/1527) or Henry Stafford, 2nd Baron Stafford (b. before 1527) [ITTL Buckingham doesn't get his head chopped off].
